(Source: Nick Moore\/CTV News Atlantic)<\/span><\/figcaption><\/figure><div class=\"mia-outstream-1626_onscreen mia-outstream\"><div id=\"mia-outstream-1626\" class=\"mia-outstream-1626\">In June, the final decision on refurbishing the wharf was delayed following the addition of an environmental impact assessment.<\/div><\/div><p class=\"c-paragraph\">The final vote Tuesday night was five-to-one, with another councillor abstaining, meaning the project will now go to tender.<\/p><div id=\"article-html-block-6RWQTAFQENG43H2DQXCS762ZPE\" class=\"b-article-body__html\"><iframe src=\"https:\/\/www.facebook.com\/plugins\/video.php?height=314&amp;href=https%3A%2F%2Fwww.facebook.com%2Ftown.saintandrews%2Fvideos%2F2141474866337501%2F&amp;show_text=true&amp;width=560&amp;t=0\" width=\"560\" height=\"429\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\" data-mce-fragment=\"1\"><\/iframe><\/div><p class=\"c-paragraph\">Councillors who voted yes say there\u2019s been plenty of public consultation on the design, and a tender must proceed to meet the deadline for federal and provincial funding.<\/p><p class=\"c-paragraph\">\u201cSo we\u2019re pleasing as many people as we can,\u201d says acting mayor Kata Akagi. \u201cWe\u2019re pleasing as many councillors as we can, because we\u2019re not all on board.\u201d<\/p><p class=\"c-paragraph\">Some residents and business owners have raised concerns, such as the blocking of natural tidal flows, an increased flooding and erosion risk, and the impact to the environment and marine ecosystem.<\/p><p class=\"c-paragraph\">Local resident and engineer Steve Saunders made a presentation to council before the final vote, arguing the environmental impact assessment (commissioned by council and conducted by Gemtec) didn\u2019t include a wide enough scope to answer all concerns \u2013 including how the project might impact the flow of debris and seaweed.<\/p><p class=\"c-paragraph\">\u201cWe\u2019re kind of defacing one of our icons here in town,\u201d says Saunders. \u201cI don\u2019t think it\u2019s going to be very good looking, and that\u2019s why my last slide was a picture of the Lunenburg waterfront which doesn\u2019t have rock wells like this.
