This cluster is likely the best indicator of the project\u2019s true cost under the current design and scope. The Caldwell &amp; Ross bid is significantly lower than the pack. When a bid comes in well below the cluster, it can signal risk of overages or change orders later. Council should scrutinize scope, schedule, and assumptions carefully. Valley Structures\u2019 $17,715,750 appears to be a conservative upper bound compared to the others, which could reflect more contingency or different assumptions.<\/div><div dir=\"auto\" style=\"text-align: justify;\">\u00a0<\/div><div dir=\"auto\" style=\"text-align: justify;\">The Town\u2019s published total project funding is $7.836 million. Even the lowest bid is over that number, and the cluster around $13 million is about $5 million higher than the funding envelope.<\/div><\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1a21fd8 elementor-widget elementor-widget-text-editor\" data-id=\"1a21fd8\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<div class=\"x14z9mp xat24cr x1lziwak x1vvkbs xtlvy1s x126k92a\"><div dir=\"auto\"><strong>What happens next<\/strong><\/div><div dir=\"auto\">On <strong><a href=\"https:\/\/www.townofsaintandrews.ca\/contact\/w-c-oneill-arena-complex\/\" target=\"_blank\" rel=\"noopener\">Monday at 6 pm at the WC O\u2019Neill Arena (Dining Room Upstairs)<\/a><\/strong>, Council will be presented with these results and decide how to proceed. Options include:<\/div><div dir=\"auto\">\u00a0<\/div><\/div><div class=\"x14z9mp xat24cr x1lziwak x1vvkbs xtlvy1s x126k92a\"><ul><li dir=\"auto\">negotiate with the lowest bidder,<\/li><li dir=\"auto\">reject all bids and reconsider scope,<\/li><li dir=\"auto\">seek additional senior government funding,<\/li><li dir=\"auto\">increase municipal borrowing, which would require a new borrowing by-law and provincial approval<\/li><\/ul><\/div><div class=\"x14z9mp xat24cr x1lziwak x1vvkbs xtlvy1s x126k92a\"><div dir=\"auto\">\u00a0<\/div><div dir=\"auto\"><em><strong>This is a pivotal decision for our waterfront and our town finances.
